Course description
Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000 establishes a framework for Community action in the field of water policy and provides for the development of management plans for each river basin in order to achieve good ecological and chemical status of waters. This, in particular, contributes to mitigating the negative effects of floods. In Ukraine, under the conditions of ongoing global and regional climate change, the likelihood of hazardous natural phenomena causing significant socio-economic damage and increasing hydrological risks, in particular river flood risks (in accordance with the provisions of Directive 2007/60/EC of the European Parliament and of the Council on the assessment and management of flood risks), is increasing. To ensure the maximum effectiveness of risk reduction measures, their coordination at the level of the entire river basin is required. Flood risk management plans should focus on prevention, protection, and preparedness, taking into account the potential impact of climate change on flood occurrence. In this context, adapting to climate change and mitigating its impacts in the water sector of Ukraine requires the training of highly qualified specialists capable of implementing European experience, particularly through the use of tools provided by the European Climate Adaptation Platform and in accordance with environmental security and climate change adaptation strategies.
